There is infringement in PoH guidelines primarily identity uniqueness 

First acceptance criteria of the policy states that:
The submitter must not be already registered in the curated list.

The puppet used other people's identity/name to create multiple accounts to receive rewards multiple times and cast multiplied bias votes as shown in the first evidence.

It was the time of the acts (voting and UBI transfers) that proved sole control of the wallets.
Patterns like these helped the community trace past sybil-attackers that were resolved in violation of PoH registry and hence must be removed.
